Hillsboro man sentenced for failure to register change of address as registered sex offender

A Hillsboro man currently serving a six-month prison sentence out of Ross County was sentenced recently by Highland County Common Pleas Court Judge Rocky Coss to an additional 18 months.

Todd Lester Parr, 47, was indicted by a Highland County grand jury in June 2024 and charged with failure to register a change of address as a registered sex offender, a third-degree felony. He was later indicted by a Ross County grand jury in November 2024, according to court records, as that indictment charged him with two counts of domestic violence, both fourth-degree felonies.

Ross County court records show Parr entered an Alford plea to the domestic violence counts in February. In an Alford plea, “the defendant does not admit guilt, although does concede that prosecutors have enough evidence for a conviction,” according to the Court News Ohio legal glossary. Parr was then sentenced to six months in prison on each domestic violence charge, to run concurrently, at a hearing in March. He had 78 days of jail time credit.

For the Highland County case, Parr pleaded guilty May 21 to the failure to register charge. It is alleged that “beginning on or about April 1, 2024 and continuing thereafter” (to the point the indictment was filed in June 4, 2024), Parr “failed to provide notice of any change of address within 20 days by written notice, and was reckless in that regard.” 

According to the indictment, Parr has a previous conviction of unlawful sexual conduct with a minor, as well as a prior conviction of failure to register a change of address as a registered sex offender.

Coss sentenced Parr to 18 months in prison, to be served consecutively to the previously imposed six-month sentence in Ross County. Parr had 18 days of jail time credit in Highland County.

Parr was admitted into the Southeastern Correctional Institution March 11, according to the Ohio Department of Rehabilitation and Correction.
