Highland County Board of Elections releases early voting hours, primary ballot
The Highland County Board of Elections would like to remind voters of the upcoming primary election, Tuesday, May 6.
Also, early voting is underway as of Tuesday, April 8. Please make a note of the in-person early voting hours of operation as presented below.
Monday, April 14 – Friday, April 18: 8 a.m. to 5 p.m.
Monday, April 21 – Friday, April 25: 8 a.m. to 5 p.m.
Monday, April 28: 7:30 a.m. to 7:30 p.m.
Tuesday, April 29: 7:30 a.m. to 8:30 p.m.
Wednesday, April 30 – Friday, May 2: 7:30 a.m. to 7:30 p.m.
Saturday, May 3: 8 a.m. to 4 p.m.
Sunday, May 4: 1 p.m. to 5 p.m.
If there are any in-person absentee voters waiting in line when voting ends on a particular day during the in-person absentee voting period, the in-person voting location shall be kept open until those voters who were in line when the location closed for the day have cast a ballot.
Election Day voting will be held at your local voting location, not in the Board of Elections office.
Just a reminder to all Highland County voters, if you are voting absentee by mail, you have three options of how to return your ballot to the board office:
• USPS (mail);
• Bring in to our office and drop off; or
• Place in our outside drop box (which is in our parking lot). This box is accessible 24 hours/day, 7 days/week, and it is under video surveillance.
The ballot will include the following issues:

Proposed Constitutional Amendment
TO FUND PUBLIC INFRASTRUCTURE CAPITAL IMPROVEMENTS BY PERMITTING THE ISSUANCE OF GENERAL OBLIGATION BONDS
Proposed by Joint Resolution of the General Assembly
To enact Section 2t of Article VIII of the Constitution of the State of Ohio
A majority yes vote is required for the adoption of Section 2t.
This proposed amendment would:
1. Authorize the state to issue bonds or other obligations to finance or assist in financing public infrastructure capital improvements for local governments and other governmental entities. Capital improvement projects would be limited to roads and bridges, waste water treatment systems, water supply systems, solid waste disposal facilities, storm water and sanitary collection, storage, and treatment facilities.
2. Determine that such capital improvements are necessary to preserve and expand the public infrastructure, ensure public health, safety and welfare, create and preserve jobs, enhance employment opportunities, and improve the economic welfare of the people of Ohio.
3. Limit the total principal amount of the state general obligations issued under the amendment to no more than $2.5 billion over a ten-year period. Any principal amount that could have been issued in any prior fiscal year, but was not issued, may subsequently be issued.
4. Require that obligations issued under this amendment mature no later than thirty (30) years after their date of issuance, and that any obligation issued to retire or refund other obligations mature no later than the permitted maturity date for the obligations being retired or refunded.
5. Authorize the General Assembly to pass laws implementing this amendment, including laws establishing procedures for incurring and issuing obligations, and laws providing for the use of Ohio products, materials, services and labor to the extent possible.
If approved, the amendment shall take effect immediately.
A YES vote means approval of the amendment.
A NO vote means disapproval of the amendment.
• PROPOSED TAX LEVY (REPLACEMENT AND DECREASE) for all precincts.
A replacement and decrease of two existing levies, being a reduction of 0.5 mill, to constitute a tax for the benefit of Highland County for the purpose of providing the Board of Health of the General Health District of Highland County, Ohio, with sufficient funds to carry out its necessary requirements and health programs that the county auditor estimates will collect $674,000 annually, at a rate not exceeding 0.5 mill for each $1 of taxable value, which amounts to $18 for each $100,000 of the county auditor's appraised value, for 5 years, commencing in 2025, first due in calendar year 2026.
• PROPOSED TAX LEVY (RENEWAL) for the Village of Lynchburg (37/1).
A renewal of a tax for the benefit of Village of Lynchburg for the purpose of providing and maintaining motor vehicles, communications, other equipment, buildings, and sites for such buildings used directly in the operation of a police department, or the payment of salaries of permanent or part-time police, communications, or administrative personnel to operate the same, including the payment of any employer contributions required for such personnel under section 145.48 or 742.33 of the Revised Code, or for the payment of other related costs that the county auditor estimates will collect $54,000 annually, at a rate not exceeding 3 mills for each $1 of taxable value, which amounts to $66 for each $100,000 of the county auditor’s appraised value, for 5 years, commencing in 2026, first due in calendar year 2027.
• A local option for Marshall Township (70/1, 70/2).
Shall the sale of wine and mixed beverages, under permits which authorize sale for on-premise consumption only, and under permits which authorize sale for both on-premise and off-premise consumption, be permitted in Marshall Township?
• A local option - Sunday sales for Marshall Township (70/1, 70/2).
Shall the sale of intoxicating liquor, of the same types as may be legally sold in this precinct on other days of the week, be permitted in this Marshall for consumption on the premises where sold, on Sunday?
