Hillsboro man sentenced in 2018 Common Pleas Court case

A Hillsboro man was sentenced to 90 days in jail this week after pleading guilty to a 2018 charge of failure to register a change of address as a registered sex offender.

Mark N. Potts, 32, was indicted on the fourth-degree felony charge in December 2018. According to court records, Potts was served with the indictment in July 2026 and pleaded guilty Aug. 5.

A bill of particulars alleges that Potts was convicted of a fourth-degree felony charge of unlawful sexual conduct with a minor in Clinton County and is listed as a tier II sex offender, requiring registration every 180 days for 25 years. It is alleged that in October 2018, Potts “failed to register” his address “after being released from the Clinton County Jail.”

During a Sept. 2 sentencing hearing, Highland County Common Pleas Court Judge Rocky Coss ordered Potts to serve 90 days in the Highland County Jail, followed by three years of community control.
