3-on-3 tournament scheduled for July 2

The Festival of the Bells 3-on-3 tournament, sponsored by the Hillsboro Lions Club, will be held July 2 at the City Park on Richards St. in Hillsboro. Registration will be held 7:30-8:30 a.m. Games start at 9:45 a.m. The cost is $80 per team. The following are the rules for the tournament:
1. Three to four players per team; must start game with three players. All players must sign rules acknowledgment and release form and show proof of age at sign-in time. Once roster is signed, no replacement players are allowed. Age groups are: 9-10 years old; 11-12; 13-14; 15-16; 17-18; 19-35; and 36 and over, boys and girls. If there are not enough teams for a bracket in 36 and over, those teams can play in the 19-35 bracket. For other age brackets, if not enough to fill bracket, teams can play up one level. If there are not enough teams to fill the girls' bracket, they may, at the tourney director's discretion, have the option of playing in the same age boys' bracket.
2. Game will be played to the first team with 15 points or a 15-minute time limit, whichever comes first. One point for shots made within the 20-foot arc, two points for shots made outside 20-foot arc and one point for free throws. One free throw will be shot on the seventh team foul. On the tenth team foul, two free throws will be shot. The ball will go to the defense after all free throws either made or missed. On flagrant or intentional fouls, court observer can count basket and award foul shot or shots, and ball will go back to fouled team. Court observer can eject a player from a game or forfeit games for repeated violations. Players will call all violations and fouls. Each court will have a court observer who will have final decision in all disputed calls. There will be no coaches or time-outs. Unlimited subs on dead balls. Defensive rebounds must be taken beyond any part of the 20-foot arc before a shot can be attempted. Violation will be a penalty of loss of ball possession. All goal supports are in bounds. If a ball strikes a support, ball is still in play. To start each game, the court observer will determine team possession. Ball may be passed in or dribbled to start play. No dunking at any time, either in games or warm-ups. Any team member caught dunking can be ejected from the tourney, team may be ejected, or a 15-point penalty award for game being played and for the next game to be played by the offending team. It is the court observer's choice of penalty. The court observer is in complete charge of his or her court.
3. If any game ends in a tie, including the championship game, the court observer will determine which team gets first possession. The first team to score wins the game. All called fouls will be shot as a one-shot foul whether or not the team was in the bonus. However, if a team was in two-shot foul bonus before OT, all fouls will be two-shot fouls. If no score on foul shot to end game, ball goes to opposing team.
4. Double-elimination tourney, but tourney director may shorten games or change to single elimination in the event of bad weather. No refund of entry fees once the tourney has started. There will be no grace period on game times. As some courts may run ahead of schedule, stay near your court area. If your division is split into two brackets, winners of those brackets will play one game to 20 points or 20-minute time limit to decide championship.
5. Abusive or profane language and behavior will not be tolerated. Use of drugs and/or alcohol is prohibited and will be subject to tourney dismissal and/or police arrest. Fighting is an automatic tourney dismissal. A player who is dismissed cannot be replaced on the team roster.
6. Team entry fee is $80, cash or check. Checks can be made payable to the Hillsboro Lions Club. Team registration begins at 7:30 a.m. and ends at 8:30 a.m. on July 2 at the Hillsboro City Park, located at Railroad and North West Street.
