Horne, Otworth, Bullock address Board of Realtors

Highland County Engineer Dean Otworth, Southern State Community College economics professor Bill Horne, and Tim Bullock of the Union National Mortgage Company were guest speakers at the monthly meeting of the Highland County Board of Realtors March 25 at the Ponderosa Banquet Center in Hillsboro.

Otworth spoke about the functions of the engineer's office, including the operations of the tax map office. As the office is going through staffing changes, and working at reduced hours on a reduced budget, Otworth asked for the patience of patrons coming through the office, and to please bring any issues or concerns to his attention.

Horne spoke on derivatives and the sub prime mortgage situation, and offered the advice, "For every boom there is a bust, and my advice for you is to remember it's going to come to an end. So prepare yourself."

Bullock spoke on RESPA (Real Estate Settlement Procurement Act) reform, as well as changes - positive and negative - that have been made to the Home Valuation Code of Conduct (HVCC).
