Commission OKs new security system

Highland County Sheriff Ron Ward met with commissioners Wednesday regarding the outdated video recording system at the Highland County Justice
Center.
The security recording system is 9 years old and it is “starting to falter,” Ward told commissioners Shane Wilkin, Tom Horst and Gary Heaton.
Ward explained that the security cameras operate 24 hours a day, every day of the year, and several cameras are no longer working.
“This is a high priority,” Ward said. “The cameras monitor jail activity, inmate movement and interaction with COs (correction officers).
It’s a very important tool, also from a liability standpoint.”
Currently there is only one functioning digital recording device of the four in place at the center, Ward said.
“It’s an essential piece of equipment,” Heaton said.
“It’s absolutely essential,” Ward said.
Ward presented an estimate from Stanley Security Solutions for $17,454 and asked commissioners to approve the purchase, with an agreement that the
system would be paid upfront by the county and the county would be reimbursed through the inmate commissary fund.
Commissioners agreed to the purchase. The HCSO will make its first payment on the account beginning July 31 and a subsequent payment will be
made Jan. 31, 2011 and every six months thereafter until the reimbursement is complete.
Commissioners held three executive sessions Wednesday, two were for personnel matters, and one was for a pre-audit meeting the Ohio state auditor’s office.
Commissioners passed the following resolutions, all by 3-0 votes:
Board accepted the bid from Tru-Quality Services LLC of Hillsboro for the Engineer’s 2010 Johnsongrass/Weed Control Program (per bid specifications)
as follows: price per gallon of material applied: $.927. The Engineer estimates the use of approximately 25,000 gallons.
* An additional appropriation to the Community Corrections budget from Unappropriated Funds to Personnel in the amount of $30, and from Unappropriated Funds to Medicare in the amount of $40.
* A contract with the County Commissioner Association of Ohio Service Corporation on behalf of Highland County Department of Job & Family
Services, for employment verification services.
* A modification to the General Fund from Maintenance & Operations, Services to Services in the amount of $2,000.
* Travel expenses in the amount of $1,222.96 for five Veteran Service Commission board members to attend the Ohio State Association of County
Veterans Service Commissioners’ Summer Conference on July 16-17 in Dublin.
* An additional appropriation to the sheriff’s budget from Unappropriated Funds to Employee Salaries, in the amount of $2,665.48.
* A bid was accepted from Miller-Mason Paving Co. of Hillsboro for the 2010 Sealing Program in the amount of $317,884.45.
