Assistant Hills and Dales superintendent reassigned to special projects

The Assistant Superintendent and business manager at Hills and Dales Training Center has been reassigned to work on "special projects."
Interim Superintendent Fred Williams told The Highland County Press that Bryan Miller was reassigned to work on "special projects," and it was a joint decision on the part of Williams and the Highland County Board of Developmental Disabilities.
"We are looking to get our 2012 budget in order and approved, and we were looking to share services to the extent possible, between Fayette and Highland Counties," Williams said. "It just made sense to bring the business director from Fayette County (Lori Moore) over to save money for both boards."
Williams said it will be similar to the decision to hire him as interim superintendent for Highland County while he is still superintendent of Fayette County's Board of Developmental Disabilities.
On Oct. 12, Highland County's board of DD voted 4-0 to hire Williams as interim superintendent for a term of six months, and they passed a resolution allowing him to split his duties between the two counties. Board president Linda Allen had said that many boards of DD across the state of Ohio have looked into sharing services as a way to save costs to the taxpayers.
Miller has a contract with the board, which expires in April, according to Williams. He said that the board is required to give 90 days' notice if they intend to not renew the contract. Williams said that he could not say if they would or would not renew the contract.
Williams described the special projects as "generally, things that are of an administrative nature. He will be reviewing the table of organization and getting our policies and procedural manual up-to-date and more practical. The policy manual needs quite a bit of work and is outdated and doesn't necessarily reflect our current practices and requirements."
On Oct. 3, the Highland County Board of DD voted 5-0 to terminate the employment of Hills and Dales Superintendent Chuck Biggert following allegations of intimidation and bullying against employees. In August, the board voted to reassign Bigger to special projects. In June, the board had voted to not renew Biggert's contract. Biggert has requested a hearing before a referee to challenge the board’s decision to terminate his contract, which will be held in December.
The next meeting of the Highland County Board of DD will be held on Nov. 29 at 6 p.m.
During the Oct. 12 meeting, the board said they anticipate Williams making some changes to the current structure of Hills and Dales to make operations more efficient.
"This may result in some redistributing of positions," said board member Sam Snyder.
