Ashley Ward, an attorney at the Ohio Justice & Policy Center (OJPC), was recognized by the Ohio Access to Justice Foundation and awarded the 2026 Rising Star Award for her outstanding leadership, particularly her advocacy for the passage of Ohio House Bill 50, which established certificates of qualification for housing (CQH).

Ohio House Bill 50 was passed in July 2025 introducing a process for Ohioans with a criminal record to have access to opportunity with fairer consideration in housing applications and protections for landlords who accept tenants with a CQH. Through the work of Ward and OJPC, access to housing is blocked by fewer barriers than before the passing of HB50.

"We want all Ohioans to know about the CQH and how to use it effectively," said Ward. "Housing is one of the most fundamental building blocks for people after they leave the criminal justice system, and with a CQH people get a fair chance to secure housing and housing providers benefit too."

"Ashley’s determination and advocacy for her clients exemplifies how innovative legal thinking can transform both individual lives and lessen systemic barriers," said Lizett Schreiber, OJPC Managing Attorney and Chief Projects Director.

The Ohio Justice & Policy Center’s mission is working toward a smart, redemptive criminal-justice system through zealous client-centered advocacy, innovative policy reform and community education.
