Four Adams County corrections officers charged with dereliction of duty
On April 23, Clermont County Sheriff Chris Stratton received a request from Adams County Sheriff Ken Dick, through the Buckeye State Sheriffs' Association, to conduct an independent investigation into allegations that four Adams County corrections officers failed to comply with the rules and regulations governing the operation of the Adams County Jail.
Upon receiving the request, Sheriff Stratton immediately assigned an investigator from the Clermont County Sheriff's Office Professional Standards and Special Investigations Section to conduct an investigation. Due to the Adams County Prosecutor's Office recusing itself from the matter, the Warren County Prosecutor's Office was appointed to assist with both the investigation and prosecution.
The investigation centered on events occurring between April 17 and April 20, 2026, involving Corrections Officers Terry Akers, 40, Danny Kiskadden, 36, Chad Stanforth, 41, and Kiara Williams, 21, while they were on duty at the Adams County Jail during the incarceration of a former inmate.
The investigation determined that on April 14, 2026, jail staff removed an inmate from his assigned housing unit and placed him in a holding cell within the jail's booking area after alleging he had become combative with both staff and fellow inmates and expressing concerns for his own safety.
On April 15, 2026, the inmate was transported to Adams County Regional Medical Center after jail staff observed a change in his behavior. Following his evaluation, the inmate was returned to the Adams County Jail and placed back into the same holding cell, where he remained until April 20, 2026.
At approximately 6:45 a.m. on April 20, jail supervisors found the inmate unresponsive inside the holding cell. Emergency Medical Services responded to the jail and transported the inmate to Adams County Regional Medical Center. He was later transferred to Mercy Hospital Anderson for further medical treatment.
Upon completion of the investigation, and in consultation with the Warren County Prosecutor's Office, criminal charges were filed on July 28 through the Adams County Municipal Court.
Each of the four corrections officers has been charged with one count of dereliction of duty, a misdemeanor of the second degree.
In addition, Officer Kiara Williams has been charged with one count of falsification, a misdemeanor of the first degree, after investigators determined she allegedly falsified jail log entries.
