The city of Hillsboro is facing a 19-percent increase to health insurance for 2011, which leaves the city facing possible significant cuts to a budget that has a projected imbalance.
 The city received two bids, according to Hillsboro Mayor Dick Zink, which were opened on Oct. 29. One was from the city's current insurance agent Doug Wagoner, and the other was from United Health Care out of Illinois.

All costs for the eye screenings are covered by the Greenfield Lions Club through sales of candy and brooms, the Wheels of Progress burger booth and Sight Seal donations.

The final pre-election Ohio Poll from the University of Cincinnati shows GOP challenger John Kasich with a slight lead over incumbent Ohio Gov. Ted Strickland. The survey, conducted among likely voters over the weekend, gives Kasich slim, 52-47 edge, with a margin of error of almost four points.

The audit committee of the Southern State Community College Board of Trustees will meet 3:30 p.m., Wednesday, Nov. 3.

A special meeting of the Lynchburg Village Council has been called for 8 p.m. Thursday, Nov. 4 in the Village Building on Main Street in Lynchburg.

Two Portsmouth individuals were arrested by the Hillsboro Police Department early Saturday morning, Oct. 30. Jessica Mounts and Donald Wright were apprehended at 235 Willow Street in Hillsboro, the HPD said, after the department was investigating a theft on Bell Street.

The Highland County Board of Elections began doing test runs and tallying absentee ballots Friday using the office's new optical scanner.
 While boards of elections are not permitted to actually count the ballots until after the polls close Tuesday, the information will be in their system, and can be processed in a matter of seconds.

Pirates, princesses and phantoms of all varieties took to the streets of Highland County Thursday for annual trick-or-treat festivities.
 The sidewalks of the Hillsboro Uptown area was swarming with children of all ages as businesses opened their doors, pulled on their own costumes and handed out treats to little ghosts and ghouls.
 The annual safe trick-or-treats were held at Southern State Community College and in the downtown area of Greenfield.
 Traditional door-to-door "begging" was also held countywide.
