Charles Sanford “Sandy” Harsha, 67, of Hillsboro died Tuesday, Aug. 12, 2014 at his home.

He was born Sept. 11, 1946 in Circleville, the son of the late Charles M. and Inez Walker Harsha.

Mr. Harsha was a 1964 graduate of Hillsboro High School. He had served as mayor of Hillsboro for two four-year terms starting in 1995, was elected to four years as councilman-at-large and two years as president of Hillsboro City Council, had served as president of the Hillsboro Cemetery Association and also served on its Board of Directors, had been treasurer for the Highland County Historical Society, was a member of the Scott House Restoration Committee, was instrumental in the founding of the FACT Park and development of the YMCA and was a member of the Hillsboro First United Methodist Church.

He is survived by his wife, Deborah Kellis Harsha, whom he had married on June 7, 1968; three children, Jared (fiancée, Barb Quinn) Harsha of Raleigh, N.C., Justin (Alyssa) Harsha of Hillsboro and Megan (Dr. Faisal) Khatri of Florence, Ky.; eight grandchildren, Gavin and Mallory Harsha, Reed and Jenna Harsha, Zayd, Layth, Safiya and Sayf Khatri; one sister, Susie (Doug) Wagoner of Hillsboro; one niece, Ali (Andy) Ferguson of Key West, Fla.; two nephews, J.D. (Megan) Wagoner of Hillsboro and Joshua (Bobbie Jo) Kellis of Hillsboro; father-in-law, Rodney Kellis of Hillsboro; brother-in-law and sister-in-law, John and Carolyn Kellis of Hillsboro; and his best friend, Kenya. A special thanks to family caregivers Jill Whitley, Kassie Brunswick, Candy Lanham, Doug Grabowski and Pam Smith.

In addition to his parents, he was preceded in death by his mother-in-law, Martha Jane (Fling) Kellis.

Family and friends are invited to attend a visitation on Thursday, Aug. 14 from 4-8 p.m. at the Turner & Son Funeral Home in Hillsboro. Funeral services will be held at the convenience of the family with burial in the Hillsboro Cemetery.
