State investing $225 million through All Ohio Future Fund

COLUMBUS – The Ohio Department of Development has announced the release of more than $225 million through a transformational program designed to attract economic development projects, and nearly $4 million through three programs that will enhance communities and support business growth.

Four communities will receive assistance through the All Ohio Future Fund, two communities will benefit from the Roadwork Development Grant (629) Program, two businesses will receive funding from the Regional 166 Direct Loan Program, and two projects will be funded through the Abandoned Gas Station Cleanup Grant.

ALL OHIO FUTURE FUND

During its Monday meeting, the Ohio Controlling Board approved the release of funds through these four programs, including more than $225 million through the All Ohio Future Fund.

The Dayton International Airport will receive $78,750,000 for upgrades to the Dayton Airport Defense and Aerospace Campus. Planned work includes building a new apron and rehabilitating the existing one to expand the airport’s capacity for new hangars to support future economic development projects.

The Lorain County Board of Commissioners will receive $67,412,580 for infrastructure improvements at the Lorain County Mega Site. The funding will expand water capacity to deliver up to 10 million gallons per day, improve wastewater service, and support design and engineering for a new wastewater treatment plant. 

The Coshocton County Port Authority will receive $58,752,504 in support of the Conesville Industrial Park project. The funding will be used for roadwork, utility upgrades, and water and wastewater improvements to help prepare the site for future development. 

The Zanesville-Muskingum Port Authority will receive $20,701,384 to provide water and sanitary access to 600 acres in Jackson Township, within the Frazeysburg development area. The funding will support new public water and wastewater infrastructure to serve the site, including a water treatment plant and a wastewater treatment plant. These improvements will allow the site to be marketable to a variety of potential end-users and encourage investment in the region. 

In total, 11 project sites have now received support from the All Ohio Future Fund, representing nearly $350 million in investments to communities around the state. Previously announced projects are located in Defiance, Gallia, Guernsey, Muskingum, Pickaway, and Trumbull counties.

ROADWORK DEVELOPMENT GRANT

The Roadwork Development Grant (629) Program provides funding to local jurisdictions with an economic development project to assist with eligible public roadwork improvements. It also aids employers in creating or preserving employment opportunities.

The City of Strongsville (Cuyahoga County) will receive $778,380 for the Foltz Parkway project. The roadwork will extend Foltz Parkway approximately 2,000 linear feet to the south and provide a two-lane concrete roadway 40 feet wide with a center turn lane terminating in a cul-de-sac. The extension will create access to new industrial sites owned by the City of Strongsville, within the Strongsville Business & Technology Park. The project is expected to improve traffic flow and accessibility in the area.

JHI Group Inc, in partnership with the City of Norwalk (Huron County), will receive $1,893,750 for the Furniture Parkway project. The roadwork will consist of the construction of 1,000 linear feet of an extension of Furniture Parkway, which will allow access to the proposed Sealcore LLC development site. Also included in the roadwork is the widening and resurfacing of 1,800 linear feet of the existing Furniture Parkway, which will allow for improved access for heavy trucks to the Norwalk Furniture facility. The project is expected to create 25 new full-time-equivalent jobs.

REGIONAL 166 DIRECT LOAN

The Regional 166 Direct Loan Program promotes economic development, job creation, and retention by providing low-interest loans to businesses with limited access to adequate capital from private funding sources.

Pleasant Precision, Inc., located at 13840 U.S. 68 South in Kenton (Hardin County), will receive $331,110 to assist in financing the purchase of assorted manufacturing equipment to mold and assemble the Fuel Pro 483, an all-in-one fuel filter, water separator, and fuel pre-heater to heavy duty diesel engines. Pleasant Precision, Inc., is a full-service contract manufacturer in the plastics industry that offers engineering solutions from product design to the finished project. The project, which has a total cost of $444,147, will create two new full-time-equivalent jobs and retain 43 existing jobs at the project site.

Masters Precision Machining, Inc., located at 4465 Crystal Parkway in Kent (Portage County), will receive $262,500 to assist in financing the purchase of two horizontal machining centers to manufacture military and fire rescue fabrications. Masters Precision Machining, Inc., is a manufacturer of machined parts for the aerospace and aeronautic, automotive, medical, military, and outdoor recreation industries. The project, which has a total cost of $350,000, will create three new full-time equivalent jobs and retain 19 existing jobs at the project site.

ABANDONED GAS STATION CLEANUP GRANT

The Abandoned Gas Station Cleanup Grant provides funding to assess and clean up former gas and service stations with documented petroleum releases. Local government entities and land banks who own an eligible property or who have an agreement with the landowner may apply.

The Scioto County Land Reutilization Corporation will receive $409,869 for a project at the Duck Run Country Store at 2631 Duck Run-Otway Road in Lucasville (Scioto County). The funding will be used for excavation and off-site disposal from three target areas totaling approximately 355 cubic yards, PetroFix treatment at the base of excavations, groundwater injection treatments over a 1,700-square-foot area, remedy reporting, reinstallation of monitoring wells, eight quarterly ground water events, and well abandonment.

The Athens County Land Reutilization Corporation will receive $289,821 for a project at the former Glouster Citgo at 10 High Street in Glouster (Athens County). The funding will be used for project management, remedial design, remedial action, and Monitoring Well Abandonment. Once remediation is completed, the business currently on the site can expand or sell the property for future redevelopment and economic expansion. The property is expected to be sold for either commercial or residential use.
