House passes tax bill by a single vote
WASHINGTON — Republicans in the U.S. House of Representatives came together early Thursday to pass President Donald Trump’s “big, beautiful” tax bill on a close vote.
Every Democrat on the floor voted no, as did Republican Reps. Warren Davidson of Ohio and Thomas Massie of Kentucky. Rep. Andy Harris, R-Md., who chairs the conservative House Freedom Caucus, voted present. The final vote tally was 215-214.
The passage was a major victory for Republican leaders, who spent the past two months crafting the bill and the past two days making last-minute changes to it.
House Speaker Mike Johnson highlighted the key policy provisions in budget reconciliation and continued to advocate for swift passage of President Trump’s agenda and the One Big Beautiful Bill.
“Nothing in Congress is ever easy, especially when you have small margins," Johnson said. "But we are going to land this plane and deliver this, and we're proud what we've accomplished together. Every member of the Conference can be proud of this legislation.”
"From the outset of the budget reconciliation process, we have sought to enact President Trump's full agenda, not just parts of it. And that's why we call it the one big, beautiful bill, because really, everything is sandwiched into this. The American people were sick of wasteful spending and high inflation and open borders and weakness on the world stage. And you know what we're working toward right now? The opposite of all those things, President Trump has used his executive authority in historic ways to stop much of the bleeding, but Congress has a role and a responsibility to step in at this stage to stitch up and mend those wounds for good, and that's what this legislation is about. We cannot leave the American people waiting or wanting. The one big, beautiful Bill enshrines into law and funds President Trump's promises."

Republicans are the ones making the Trump tax cuts permanent, defending Medicaid, and protecting SNAP. Throughout this process, Democrats have made it clear that they support hiking taxes on American families, allowing fraud to run rampant in benefit programs, and cutting off aid to our hardworking farmers who put food on our tables. Passing this America-first bill was vital to our Nation’s future in both the long and short term, and I was pleased to help move it one step closer toward President Trump’s desk to be signed into law.”
The reconciliation bill, compiled from 11 House committee prints fulfilling the Republican budget resolution’s spending and saving instructions, funds President Trump’s tax, border, defense, and energy agenda at the cost of at least $3.3 trillion over the next decade. It also includes a $4 trillion debt ceiling hike.
To help partially offset the cost, committees found $1.5 trillion in savings by reforming Medicaid and SNAP programs, repealing or phasing out renewable energy subsidies from the Inflation Reduction Act, and canceling the Biden administration’s student loan forgiveness program, among other things.
Most of the legislation’s enormous price tag results from the permanent extension of the 2017 Tax Cuts and Jobs Act, including the $15,000 standard deduction, 20% Qualified Business Income (QBI) deduction, and $2,000 child tax credit – both parents would need a Social Security number to claim it.
Some temporary tax changes lasting until 2028 include nixing taxes on tips and overtime, making the Adoption Tax Credit partially refundable, ending interest on loans for American cars, and increasing tax deductions for eligible seniors by $4,000.
