Hillsboro City Council passes emergency legislation

Hillsboro City Council members approved two pieces of emergency legislation in a three-minute special meeting Wednesday, Sept. 17.

The only action taken during the meeting, aside from passing the two resolutions, was voting 6-0 to excuse the absence of council member Greg Maurer.

As previously reported, council had two time-sensitive pieces of legislation on their Sept. 11 agenda being presented as an emergency, but no action was taken due to not having enough members to suspend the three-reading rule. Council president Tom Eichinger said a special meeting may need to be called in order to take action on the legislation, which included a resolution certifying nuisance abatement invoices to the Highland County auditor for placement on the Highland County tax duplicate and a resolution certifying delinquent water and sewer bills to the county auditor for placement on the county tax duplicate.

Similar legislation was also approved by council in 2024. Both resolutions passed Wednesday by a 6-0 vote after a 6-0 vote for suspension of the three-reading rule. 

The resolution certifying nuisance abatement invoices to the Highland County auditor for placement on the Highland County tax duplicate involved 14 different properties, all with “grass” cited as the reason for the cleanup.

“This is for property owners that we have cleaned up their properties, and we're going to try to recoup our money that we've paid out,” safety and service director Shawn Adkins said.

The amounts owed by the various property owners ranges from $210 to $1,020, with over half of them owing $410.

The resolution certifying delinquent water and sewer bills to the county auditor covers 11 properties for water/sewer assessments.

“This is for people that haven't paid their water bills that we're trying to put on our taxes so we can get money back,” Adkins said.

The amounts owed range from $61.41 to $5,544.85.
