Highland County woman sentenced to federal prison in drug conspiracy case

A Highland County woman was sentenced this month to 10 years in prison, with credit for time served, after pleading guilty to her role in a federal drug conspiracy.

As previously reported, Lisa Davis was one of 28 individuals charged in a superseding indictment filed in the Southern District of Ohio in October 2019.

According to the indictment, the 28 defendants allegedly “did knowing and intentionally combine, conspire, confederate and agree with each other … to possess with intent to distribute and to distribute mixtures and substances containing a mixture or substance containing a detectable amount of methamphetamine.” A location on Horseshoe Road in Lynchburg, a location on Katterman Road in Sardinia, one on Schweighart Road in Winchester and locations on Upper Five Mile East Road and US Route 68 in Mount Orab were named as alleged drug-involved premises in the indictment.

Davis was initially charged with narcotics conspiracy; distribution and possession with intent to distribute a controlled substance; operating a drug-involved premises; and a forfeiture specification.

According to federal court records, Davis pleaded guilty to the narcotics conspiracy charge in July 2020. The other charges were dismissed.

During a sentencing hearing held April 11 in the Southern District of Ohio, Judge Douglas R. Cole sentenced Davis to 120 months imprisonment with credit for time served, according to court records. There was also a recommendation made for Davis to “participate in substance abuse treatment.”

Upon release from federal prison, Davis will be subject to four years of supervised release.

Davis was also ordered to make the following forfeitures: $4,791 in U.S. currency; $1,053 in U.S. currency; three handguns; two rifles; two pistols; two shotguns; and a revolver.

With cases closed against all but two of the 28 co-defendants, Davis has received the largest sentence to date in this case.

Others charged from Highland County in this case included Jeremy Jones, Donald McKenzie, Daniel Pack, Jacob Pack and Alexandra Workman.

Also named in the indictment were: Christopher Staten; Adam May; Jaron Brock; Misty Staten; Charity Cope; Joe Collins; Amy Johnson; Raymond Johnson; Preslee Winters; Scotty Shaffer Jr.; Joey Webb; Angelo Collins; Richard Orr; Fred Cupp; Terri Ard; Catherine "Cathy" Adams; Melissa Koller; Carl Spriggs; Mark Koller; Scotty Wagner; Nathan Fender; and William Franklin Moore.

Thus far, cases have been closed against Cathy Adams (time served), Terri Ard (four years probation), Jaron Brock (time served), Angelo Collins (deceased), Joe Collins (36 months in prison), Charity Cope (48 months in prison), Fred Cupp (60 months in prison), Nathan Fender (time served), Amy Johnson (deceased), Raymond Johnson (time served), Jeremy Jones (33 months in prison), Mark Koller (60 months in prison), Melissa Koller (time served), Adam May (84 months in prison), Donald McKenzie (36 months in prison), William Moore (12 months and one day in prison), Daniel Pack (72 months in prison), Jacob Pack (time served), Scotty Shaffer (77 months in prison), Carl Spriggs (48 months in prison), Christopher Staten (84 months in prison), Misty Staten (94 months in prison), Scotty Wagner (30 months in prison), Joey Webb (60 months in prison) and Preslee Winters (four years probation).
