County's April permissive sales increases 7.3 percent

Highland County Auditor Alex Butler continued to provide positive news to Highland County Commissioners Terry Britton, David Daniels and Brad Roades at their Tuesday, April 21 board meeting.
Butler reported April permissive sales tax receipts (for February sales) at $731,296.48, an increase of 7.3 percent from the previous month. Year to date, the revenue figures are up 6.46 percent.
Commissioners thanked Butler for his report.
• In other business, Holly Shoemaker was announced as a new hire for the County Court deputy clerk position, and Jennifer Maynard was announced as for the records coordinator position, which commissioners approved by a 3-0 vote.
• The board also approved two contracts: Highland County Commissioners, Ohio Department of Job and Family Services, Highland County CSEA, Common Pleas Court – Domestic Relations Division – Magistrate IV-D contract April 1,2026 through March 31, 2027 and 24 Highland County Commissioners, Highland County Department of Job and Family Services, County Prosecutor – Title IV-E Services.
Highland County Job and Family Services Director Jeremy Ratcliff explained these were "annual contracts for child welfare services, which allow the county to recoup federal dollars."
• Commissioners approved the placing of America 250 around the Highland County Courthouse as part of this year's semiquincentennial celebration of the United States' 250th anniversary. The approval included a release of liability as part of the agreement with the city of Hillsboro and participating villages.
Resolutions
• Res. No. 26-90 Commissioners grant authorization for the listed “Then and Now” purchase orders and the County Auditor is authorized to issue warrants for their payment.
• Res. No. 26-91 JFS requests an additional appropriation from unappropriated funds within the 2015 Child Support Enforcement Fund in the amount of $50,000.
• Res. No. 26-92 Job and Family Services requests a transfer from Child Support Enforcement Fund (2015) to Public Assistance Account Fund (2050) in the amount of $35,000.30.
• Res. No. 26-93 Job and Family Services requests a transfer from Children Services Fund (2115) to Public Assistance Account Fund (2050) in the amount of $103,290.59.
• Res. No. 26-94 Sheriff declares the following items, no longer needed by the County and obsolete, ORC 307-12(A)(1); Therefore, the said board declares the listed items to be surplus property and no longer needed by the County.
• Res. No. 26-95 Commissioners authorize the County Engineer to purchase one (1) new 2026 Chevrolet 3500 HD Silverado 4WD, Knapheide Flatbed from Jerry Haag Motors, Inc. not to exceed a total of $61,111.00 and purchase one (1) 2026 Chevrolet 3500 HD Silverado 4WD, Reading Flat Bed from Jerry Haag Motors, Inc. not to exceed a total of $60,716.
• Res. No. 26-96 Commissioners authorize a budget modification within the 1000 County General fund – TEC budget in the amount of $2,000.
• Res. No. 26-97 Commissioners authorize an additional appropriation from unanticipated revenue within the 1000 County General Fund – Commissioners Motor Vehicles in the amount of $6,209.70.
The commissioners later entered into work sessions with Cierra Moore regarding remodeling planned at the BMV and Ashleigh Willey regarding results of a department-wide IT survey.
