Will these levies be enough or will they ask for more in the future?

To the editor:
Highland Countians are being asked (demanded) by the government and by wealthy Ohio State officials to pass MORE tax levies on ourselves in order to keep the local Ag. Extension and 4-H and Soil & Water Conservation Districts going.
They say Issue 4 and Issue 5 will EACH raise a quarter-million dollars of
OUR money per year to "rescue" these desireable programs for the next five
years.
But our County Commission, and State Officials, and the demi-Gods at
O.S.U. have conveniently "forgotten" to mention some details to us.
The levies they want us to pass are only OUR promise to contribute funds.
We Highlanders will be the only ones OBLIGATED to pay. That means...
Nothing - AT ALL - will prevent O.S.U. from deciding next year or the year after that they can no longer afford to provide their share to run the
program... and blithely telling us WE have to pass a(nother) levy to make up
the shortfall or... we won't be able to have 4-H.
Nothing - AT ALL - will prevent our County Commission from coming to us
next year or the year after saying "Gee, our revenues are way down because
IBM didn't relocate to the old stockyard property and now we haven't been
able to collect all the old levy so we need a(nother) new levy for more money ... or... here it comes... we won't be able to fund 4-H.
There is a very good chance that if Highlanders let OSU and our local
government bobble-heads bully them into passing these levies in May (or
Nov.), that Highlanders can expect to see levies thrown at them like rice at
a wedding, or perhaps dirt clods at a funeral.
