County may pursue $100,000 grant for airport repairs

Outgoing Highland County Economic Development Director Dan Cowdrey informed commissioners Wednesday of a $5,500 reimbursement from the Federal Aviation Administration, following an auditor’s report.
Cowdrey suggested, and commissioners Gary Heaton, Tom Horst and Shane Wilkin agreed, that if it’s possible, they would like to use the funds toward a grant match that would qualify the county airport for $100,000. If received, the grant would be used for tree removal, additional marker lights on hangars and runway repairs, Cowdrey said.
“If the audit money would get us the $100,000, I wouldn’t be opposed to it,” Horst said.
“You might get us a written proposal and we’ll check with Bill (county auditor Bill Fawley),” Heaton said.
Cowdrey also updated commissioners on the closing of the economic development office and removal of office files and equipment.
In other business, commissioners asked Grandey if employees at the Highland Soil and Water Conservation District office were considered county employees for unemployment purposes. “I have no idea,” Grandey said, then added, “If they are taking county insurance, they probably are.”
Fawley said they are county employees but they don’t have a budgeted line item for unemployment compensation.
“Why don’t we set up that line item?” Horst asked.
“They’ll probably say they don’t have any money for unemployment,” Fawley said.
“They’ll spend it down to zero before they lay anyone off, most likely,” Horst said.
* The county’s Records Retention Board met during the commissioners meeting to discuss county archiving and disposal of records. Board members Shane Wilkin, Jim Grandey and Bill Fawley were present.
* The Investment Advisory Board, which includes Highland County Treasurer Vickie Warnock, discussed options for the county’s $5.6 million in securities investments. Options discussed included purchasing certificates of deposit and investing a portion of the funds in the STAR (State Treasury Asset Reserve) Ohio program.
Warnock said she would research the best options for the county and a followup meeting was scheduled for 9 a.m. Wednesday, May 26 at the commissioners office.
* The Highland County Board of Commissioners proclaimed the week of May 16-22, 2010 as Emergency Medical Services Week with the theme EMS: “Anytime,
Anywhere, We’ll Be There.” The board encourages the community to observe this week with appropriate programs, ceremonies, and activities. Present for the proclamation were: Danny McBee, Karen McBee, David James, Scott Miller, Erica Hurless and Chad Hamilton.
Commissioners passed the following resolutions, all by 3-0 votes:
* The authorization of additional appropriation to the Sheriff budget as follows: from Unappropriated funds to Sheriff, Employee Salaries, in the amount of $8,733.68. The additional funds are from the 2009 JAG LE Grant.
* The authorization of modification to the Rolling Acres Sewer budget as follows: from Contracts & Repairs to Contracts & Services, in the amount of $1,000.
* The authorization of the April 2010 mandated distribution of Child Support Enforcement Agency Administrative Account funds to the Public Assistance Account, in the amount of 410,792.79.
* A resolution to provide for equal housing opportunity in Highland County, applying to all housing located within the territorial limits of Highland County under the Board of Commissioners’ jurisdiction.
* The adoption of a plan for “Residential Anti-Displacement and Relocation Assistance,” providing relocation assistance to each low/moderate income household displaced by the demolition of housing.
* A resolution authorizing and directing the president of the county board of commissioners to submit an application for Community Development Block Grant to the Ohio Department of Development.
* The authorization of a modification to the Help Me Grow (County) budget as follows: adding the following line-items to the budget for State Auditing purposes: Salary Employees, ARRA Stimulus; Supplies, ARRA Stimulus; Salary Employees, Part C.; PERS, Part C; Medicare, Part C; Workers Comp, Part C; Supplies, Part C; Equipment, Part C; Contract Services, Part C; Insurance, Part C; Travel, Part C; Other Expense, Part C; and modifying as follows: from Salary Employees to Salary Employees, ARRA Stimulus, in the amount of $13,426 (Ohio Department of Health Help Me Grow ARRA for period
