When will Hillsboro draw council wards based on latest census?

Will 2011 be the first year a Hillsboro city council draws new council wards based on the latest census on time in the history of the city?

Will 2011 be the first time since Hillsboro became a city that wards are drawn by the safety-service director if the council takes more than the allotted time?  

If you want to find out about the allotted time, see the Mansfield case before the Ohio Supreme Court.

Will 2011 be a year in which the city law director suggests Revised Code Section 731.06 can be ignored under home rule despite the fact it is plainly a general law for the organization of cities?

Will any candidate for mayor have enough spunk to publicly commit himself to making sure that his safety-service director will do the job if council fails to accomplish it within the time set by law under the authority in Revised Code Section 731.06?  

Please note that the first city wards were drawn by a safety-service director. He just didn't have the block-by-block breakdown of the census that federal law now requires be made available.

Please consider these points when you vote. If a candidate for mayor doesn't think residents should have an equal influence in council elections, should he be mayor?
