Hillsboro Police Report

On Thursday, Feb. 9 at 9:35 p.m., Amanda Masters, 26, of Hillsboro was arrested for possessing drug abuse instruments and drug paraphernalia.

On Friday, Feb. 10 at 9:40 a.m., officers responded to a two-vehicle crash in the 7000 block of Pea Ridge Road. Upon investigation, it was determined that a 2002 Chevrolet operated by Robert Wintrow, 59, of Hillsboro was backing from a private driveway into the path of an eastbound vehicle. The second vehicle was a 2000 Chevrolet operated by Jason Swift, 33, of New Vienna. There was non-functional damage sustained by both vehicles. No injuries were reported.

At 7:39 a.m., officers responded to an altercation in the cafeteria of Hillsboro High School. Upon investigation, it was determined that a 16-year-old female student assaulted another student. The 16-year-old female was arrested for assault.

At approximately 12:10 p.m., the Hillsboro Police Department received a report of a two-car accident on North High Street near the intersection of Springlake Avenue. Upon the officers' arrival, it was found that 31-year-old Sara J. Brill of Hillsboro was southbound in a 2008 Dodge Charger on North High St. near Springlake Ave. when she failed to stop in time, striking the rear of a 2009 Mitsubishi Galant driven by 37-year-old Laura K. McCray of Westerville, causing damage. No injuries were reported. A report was taken. Brill was issued a citation for ACDA.

At 1:35 pm., a Taylor Drive resident reported an identity theft.

At 3:41 p.m., officers responded to a three-vehicle crash with injuries on North High Street south of Fenner Avenue. Upon investigation, it was determined that a 2009 Hyundai operated by Edgar Williamson, 69, of Hillsboro was northbound and struck the rear of a second vehicle. The second vehicle was a 1996 Pontiac that was also northbound and operated by Candy Jo Wright, 35, of Hillsboro. The Wright vehicle was forced to strike a third vehicle. The third vehicle was a 2004 Honda that was also northbound operated by Marcy Renee Witte, 34, of Hillsboro. Wright and Witte both claimed injury, as did two passengers in the Witte vehicle. The two passengers were a 12-year-old child and 34-year-old Chad Palmer of Hillsboro. None of the injured were immediately treated for injuries. There was functional damage to the Williamson vehicle and non-functional damage to both the Wright and Witte vehicles. Williamson was cited for failing to maintain an assured clear distance ahead.

At 4:47 p.m., a resident in the 300 block of Johnson Street reported that her home had been broken into a two heaters were taken. This incident is still under investigation.

At approximately 5:31 p.m., the Hillsboro Police Department received a report of a window possibly shot by a gun at Treewood Apartments in the 800 block of North West Street. Upon the officers' arrival, it was found that a rock had been thrown at the resident's window, causing damage. After investigation, it was found that 30-year-old Kevin A. Bowling of Hillsboro was upset at a male subject that resided at that residence, and he threw a rock at the window. Bowling was arrested for criminal damaging, a misdemeanor of the first degree.


On Saturday, Feb. 11 at 1:25 a.m., officers responded to a suspicious fire at an apartment at 142 South High Street. Upon investigation, a strong chemical smell was evident. The apartment was evacuated, and a safety check was performed. During the safety check, items relating to the manufacture of methamphetamine were found. Some of these items will be sent to the Bureau of Criminal Investigation for analysis. A report to the prosecutor will be sent for possible presentation to a future grand jury.

At 4:34 p.m., officers responded to the HIllsboro Walmart store, where it was reported that Heather R. Norvell, 20, of Blanchester was removing merchandise from the store without paying for it. She was arrested for one count of theft and booked into the Highland County Justice Center.

A 17-year-old male juvenile of Hillsboro, failure to open traffic control device.
