Harassment report filed on Board of DD superintendent

A report has been filed with the Hillsboro Police Department against the superintendent of the Highland County Board of Developmental Disabilities regarding an alleged telecommunications harassment against the spouse of a Board of DD employee.
Robert Morrison, of Hillsboro, filed the report with Officer Jeff Murphy of the HPD, saying that he felt a text message he received from Board of DD Superintendent Chuck Biggert was a threat.
According to the report, filed May 13, "Robert Morrison came to the Hillsboro Police Department. He advised Chuck Biggert sent him a text on (May 12, 2011) which he believed to be a threat. (According to the text message allegedly sent from Biggert, which Morrison provided to police) "You will receive what you deserve. It is uncalled for but your choice. We are Friends! We need to Talk!! Please."
"Biggert is the boss of (Morrison's) wife, Sherry, who is off on medical leave, according to the police report.
According to the text, the message was sent at 12:04 a.m.
The HPD told The Highland County Press on Tuesday that the case is now closed, charges were not filed, and that there will be no further investigation.
Biggert told The HCP that he did send the text, and that the incident was an argument "between two former friends."
Morrison said that what he told police was the truth, that he believes it was a threat, and that he stands by what he said.
Phone calls were placed to several Board of DD members. They stated they were aware of the matter, but they declined to comment.
"Simply, it had to do with a personal matter with Mr. Morrison and myself," Biggert said.
Biggert said that the two had a disagreement following a golf league game, that words were exchanged, and that "it had everything to do with a golf game. It was a personal matter between a past friend, who I thought was a friend, and it wasn't meant to be a threat."
He said that the message was sent at a late hour because he was up, because his wife had just come in from out of town, and he had been explaining what transpired to her. He said that he chose to sent a text message, rather than a phone call, so he would not disturb the Morrisons. Biggert said that he had been close friends with the Morrisons, and that their families had vacationed together.
Biggert said that because of the incident he hopes that no one is, "ignoring the great success we've had here," at Hills and Dales and the Board of DD.
In a May 11 letter to the Highland County Board of Commissioners, Biggert wrote that "Sherry Morrison (had) 32 years of excellent service from the Highland County Board of DD."[[In-content Ad]]
