Clermont County public official charged with gross sexual imposition

Clermont County Prosecutor Mark J. Tekulve announced that a Clermont County grand jury recently returned an indictment against Windell “Frank” Morrow, 53, of Moscow.

The Clermont County Sheriff’s Office was made aware of these alleged sexual offenses and took immediate action to investigate the allegations.

Morrow was indicted March 30 on two counts of gross sexual imposition, one count of sexual imposition and one count of unlawful restraint with a sexual motivation. If convicted on all counts, Morrow could be sentenced up three years in prison and 120 days in jail.

Morrow is the Executive Director of the Clermont County Veterans Services. These alleged crimes did not occur on Veterans Services premises.

“Regardless of who the victim is or who the perpetrator is, the Clermont County Prosecutor’s Office, along with law enforcement, will do everything within our power to administer justice,” Mark J. Tekulve, Clermont County Prosecutor said. “Together we strive to safeguard victims of all ages and walks of life.”

An indictment is merely a charge and is not evidence of guilt.
